Deborah Bachrach leverages her extensive experience in both public and private healthcare policy and financing to assist states, providers, insurers, and foundations in analyzing and implementing the Affordable Care Act. She also advises clients on Medicaid coverage, payment policies, delivery systems, and broader healthcare reforms.
Prior to rejoining Manatt, Deborah served as Medicaid Director and Deputy Commissioner of Health for New York State’s Department of Health, overseeing coverage, care, and payment policies for over four million children and adults enrolled in Medicaid and Child Health Insurance programs. She led significant reforms aimed at streamlining Medicaid eligibility, enrollment, and improving purchasing strategies.
Deborah has provided advisory services to notable organizations, including the Center for Health Care Strategies, Medicaid and CHIP Payment and Access Commission, Robert Wood Johnson Foundation, and Kaiser Family Foundation.
Before her government role, as a partner at Manatt, Deborah offered legislative, regulatory, and strategic counsel to academic medical centers, safety net hospitals, community health centers, health plans, and other healthcare entities.
Her career also includes positions as Vice President of External Affairs at St. Luke’s–Roosevelt Hospital Center, New York State Chief Assistant Attorney General, and Chief of the Office of the New York State Attorney General’s Civil Rights Bureau.
Deborah also served as an adjunct professor of law at New York University School of Law, where she taught a seminar on federal health reform from 2011 to 2013.
