Howard has participated in numerous complex arbitrations, representing both claimants and respondents. He has served as lead attorney in international arbitrations administered by the ICC and ICDR, addressing significant scope and delay claims related to infrastructure projects, including power plant constructions. Howard has successfully utilized mediation to secure favorable settlements for clients in cases involving design deficiencies and defective construction claims related to high-rise condominiums and commercial buildings. He has defended contractors against multimillion-dollar delay claims in both state and federal court cases, achieved substantial recoveries for contractor clients, and conducted jury and non-jury trials concerning breach of contract and construction claims.
Throughout his career, Howard has represented large and medium-sized contractors in pursuing multimillion-dollar claims against various City of New York agencies (such as DSNY, DEP, DDC) and public authorities (including MTA, NYCT, NYCHA, and SCA) stemming from various projects. He also represents several prominent affordable housing developers, helping them secure access to adjacent properties to facilitate project progress and defending them against legal actions from neighboring property owners.
Howard is a former Chairman of the Construction Law Committee of the Association of the Bar of the City of New York and has organized and chaired multiple CLE programs on Effective Mediation in the Construction Industry. He is a certified provider of CLE programs on New York’s Mechanic’s Lien Law and challenges to construction from adjacent buildings. Additionally, he served as a faculty member at the New York University Real Estate Institute, teaching Construction Law for many years. Howard has also held the position of Associate Member on the Board of the Building Division of the Associated General Contractors of New York State (AGC NYS) and has been active in the Public Contract Law and Construction Industry sections of the American Bar Association. He is included on the panel of construction arbitrators for the American Arbitration Association.
Howard is licensed to practice in the State of New York. He earned his Bachelor of Science from Cornell University and his Juris Doctor from New York University School of Law.
